Governments publish an enormous amount of high-quality educational material and give it away free. Education departments produce full curricula. Examination authorities publish past papers and marking schemes. National libraries digitise their collections. Public broadcasters build entire learning platforms.
The problem isn't availability — it's findability. That material is scattered across hundreds of separate government websites, buried under administrative navigation, and frequently moved. OffLearn catalogues it, explains how each country's system works, and adds a few study tools that run entirely in your browser.
OffLearn is an independent, volunteer-run project. It is not a company, not a registered charity, and not affiliated with or endorsed by any government or education department. It has no accounts, collects no personal data, and is free to use. Its code and resource data are maintained in public.

No resource has ever been listed, ranked or described differently because of a commercial relationship — everything in the directory is government-published, and government bodies do not pay for placement. Government sites are reorganised constantly and links rot faster than we can re-check 734 of them, so reports of dead links, paywalled resources or factual errors in how we describe an education system are genuinely valuable.
